After three years of construction, this project was completed in August 1994. A SamTrans bus with local officials aboard burst through a banner to officially open the D Street on-ramp and overpass. The project was the first major Measure A project to be completed.

The project created a new southbound on-ramp and overpass to Interstate 280 at D Street. The improvement provides key access from the SamTrans Park and Ride lot at Junipero Serra Boulevard and D Street in Daly City. The project eventually accommodated traffic associated with the nearby Colma BART Station, which opened in 1995.

The Transportation Authority financed the majority of the project.
