San Mateo 101 Express Lanes Benefits Program takes next step towards new mobility debit card platform

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is inviting qualified vendors to submit proposals for the development of an exciting new way for eligible residents to manage transportation costs. 

It’s called the Next Generation Community Transportation Benefits (Next Gen CTB) Program Management Platform. It will include: 

  • A new online enrollment portal 

  • A program management tool 

  • A debit card processor 

As part of the 101 Express Lanes, the SMCEL-JPA operates the 101 Express Lanes Community Transportation Benefits (CTB) Program, a program that aims to provide more support to lower-income community members in meeting their personal mobility needs in San Mateo County.  

The primary aim of the Next Gen CTB Program is to increase participation by removing barriers to enrollment and refining the benefit such that it can leverage other regional programs and better meet participants’ mobility needs.  

The SMCEL-JPA issued its Request for Proposals (RFP) earlier this week and plans to deploy the system no later than July 2025. 

The Next Gen CTB Program will provide transportation benefits through a mobility debit card that can only be used on transportation-related purchases with merchants identified by the SMCEL-JPA. Individuals will apply for the Next Gen CTB Program via an accessible online enrollment portal.
