San Mateo County Transportation Authority set to implement 2025-2029 Strategic Plan

The San Mateo County Transportation Authority (TA) is poised for a productive new year under its newly adopted Strategic Plan, which takes effect on Jan. 1, 2025. 

The five-year plan establishes a policy framework to guide the implementation of San Mateo County’s transportation sales tax Measures A and W and prioritizes funding for projects aimed at enhancing mobility and accessibility throughout the county. 

Key actions highlighted in the 2025-2029 Strategic Plan include: 

  • Streamlining funding and agreement processes to improve efficiency. 

  • Providing technical assistance to local agencies for project delivery. 

  • Supporting new programs focused on congestion management and multimodal transportation options. 

Building on the foundation laid by the TA’s 2020-2024 Strategic Plan, the new version evaluates funding priorities for transportation projects proposed by sponsors, including cities, the county, and transit agencies. It also outlines future actions the TA will support or lead over the next five years, ensuring continued investment in vital transportation initiatives. 

“This plan reflects our commitment to meeting the evolving transportation needs of San Mateo County,” said TA Executive Director April Chan. “Under its guidelines, the TA is poised to deliver impactful projects that address congestion management and promote multimodal access.” 

The development of the 2025-2029 Strategic Plan was a collaborative effort involving TA staff, the TA Board of Directors, TA Citizens Advisory Committee, SamTrans/TA Technical and Stakeholder Advisory Groups, C/CAG Congestion Management Technical Advisory Committee, and input from the public. Together, these groups assessed changes in travel patterns brought about by the COVID-19 pandemic, updated financial projections, and aligned project scoring criteria with opportunities for local, state, and federal funding.

About the Transportation Authority (TA): Created to administer Measure A, San Mateo County’s ½ cent sales tax, the TA provides funding for transportation projects and programs in San Mateo County. In 2004, more than 75 percent of San Mateo County voters reauthorize Measure A for an additional 25 years. In 2018, voters approved Measure W, the San Mateo County Congestion Relief Plan an additional ½ cent sales tax. The TA will administer half the revenue of Measure W and the San Mateo County Transit District will administer the other half to fund and implement the Congestion Relief Plan.
